Governor Perdue Announces Executive Appointments

ATLANTA – Governor Sonny Perdue announced today the following executive appointments.

Board of Juvenile Justice

Elaine P. Snow, 56, Lindale, Eleventh Congressional District Representative – Snow is a bureau major for the City of Rome Police Department.  She is the first female president of the Georgia Chapter F.B.I. National Academy Associates and the founder and president of Georgia Association of Terminal Agency Coordinators. She serves on the Open Door Home Board of Trustees, Northwest Georgia Police Academy Advisory Board, Georgia Crime Information Center Advisory Board and is the Georgia representative to the Criminal Justice Information Services Southern Working Group.  Snow earned a bachelor’s degree from Jacksonville State University and a master’s degree from Columbus State University.  She and her husband, Tommy, have two grown children and four grandchildren.

Governor’s Council on Developmental Disabilities

Kim B. Chester, 33, Cartersville – Chester is an educational consultant for Wesley Educational Services and Northwest Georgia Learning Resource System. She is a parent mentor with the Bartow County Board of Education. She is a member of the Council for Exceptional Children, Oakland Heights Baptist Church Angel Ministry and Autism in Bartow. Chester earned a bachelor’s degree from the University of Georgia and a master’s degree from Kennesaw State University. She and her husband, Chris, have two children.

W. Kenneth “Ken” Whiddon, 56, St. Simons Island –Whiddon is the president and chief executive officer of AmericanWork, Inc. He was appointed by former Governor Zell Miller to the Governor’s Advisory Council on Mental Health, Developmental Disabilities and Addictive Diseases. Whiddon earned a bachelor’s degree from Brewton Parker College and a master’s degree from Fort Valley State College. He has four children and two grandchildren.

Carl L. Flair, 66, Macon –Flair is the president and owner of Business Counselor’s, Inc and a retired executive of Honeywell Corporation.  He is a member of the Macon Rotary Club and the Bibb County Republican Party.  He served in the United States Army as an Ordnance Corps Officer.  Flair earned a bachelor’s degree from the University of Tennessee.  He and his wife, Connie, have two grown children.
