Governor Perdue Announces Appointments to the Board of Regents and the Georgia Lottery Corporation Board

Atlanta - Governor Sonny Perdue announced today appointments to the Board of Regents of the University System of Georgia (Board of Regents) and the Board of Directors of the Georgia Lottery Corporation (Georgia Lottery Board).
Two appointments were made to the Board of Regents - Eldridge W. McMillan of Atlanta, GA was reappointed to represent the Fifth Congressional District and M. Allan Vigil of Fayetteville, GA was appointed to represent the Thirteenth Congressional District.
Two member-at-large appointments were made the Georgia Lottery Board - Rayna Joan Casey of Atlanta, GA and David Clyde Garrett, III of Atlanta, GA.

Board of Regents of the University System of Georgia
Eldridge W. McMillan, Atlanta, GA, Fifth Congressional District - McMillan is President Emeritus of the Southern Education Foundation, Inc. in Atlanta. He is currently Scholar in Residence at Atlanta Metropolitan College and an education consultant. McMillan was first appointed to the Board of Regents by Governor George Busbee in 1975 and served as Chair of the Board from 1986-1987. He graduated from Clark College, now Clark Atlanta University, with a degree in English and received a Masters of Arts in Guidance and Student Personnel Administration from Columbia University in New York.
M. Allan Vigil, 59, Fayetteville, GA, Thirteenth Congressional District - Vigil is President and Owner of Allan Vigil Ford in Jonesboro, GA. He served as a First Lieutenant in the U.S. Army during Vietnam from 1967-1970 and was awarded the Bronze Star and the Army Commendation Medal. Vigil received a Bachelor of Arts in Business Administration from the University of Florida. He presently serves on the President's Council of the Fayette County Chamber of Commerce and is the past Chairman of the Georgia Automobile Dealers Association. Vigil also serves on the Board of Trustees of Clayton College and State University. He and his wife, Bonnie, have two children.

Rayna Joan Casey, 53, Atlanta, GA, Member-At-Large - Casey was the Founder and CEO of Mode, Inc., which designed and installed complete retail store interiors. She sold Mode, Inc. and established a new venture, National Vision Associates, a public company that operates optical stores inside Wal-Mart stores. She has served on the Board of Directors or as Committee Chairman for several organizations, including National Retail Merchants Association, United Way of Metropolitan Atlanta, Atlanta Chamber of Commerce, Atlanta Association of Retarded Citizens, and the Buckhead Coalition. Casey has one child, Edra.
David Clyde Garrett, III, 55, Atlanta, GA, Member-At-large - Garrett is Chairman of Mallory & Evans Development, private developers of transportation projects. He received a Bachelor of Science in Industrial Engineering from the Georgia Institute of Technology (Georgia Tech) and a Juris Doctor from the University of Georgia School of Law. Garrett is the founding Chairman of the Board of Directors for the Georgia Lottery Corporation, Chairman of the Advisory Board for the Economic Development Institute at Georgia Tech, former member-at-large of the Board of Directors of the Georgia Department of Industry, Trade and Tourism, and past President of the Georgia Economic Developers Association. Garrett and his wife, Vickie, have two children.
