Governor Perdue Names Members to State Boards and Commissions

Atlanta - Governor Sonny Perdue made appointments today to the State Ethics Commission, Brain and Spinal Injury Trust Fund Commission, State Board of Pharmacy, State Construction Industry Licensing Board - Division of Electrical Contractors, State Construction and Industry Licensing Board - Division of Utility Contractors, and the State Board of Veterinary Medicine.

Major General Emmett W. Bowers, U.S. Army, Retired, of Albany, GA was appointed to the State Ethics Commission. This is Governor Perdue's third and final appointment to the State Ethics Commission. On May 29, 2003, Perdue appointed Stephen B. Farrow of Dalton, GA and Jack Williams of Avondale Estates, GA.

C. Mitchell Warnock, Jr. of Dublin, GA was appointed to the Brain and Spinal Injury Trust Fund Commission.

Fredrick Winston Barber, Jr. of Blackshear, GA was appointed to the State Board of Pharmacy.

Four appointments were made to the State Construction Industry Licensing Board, Division of Electrical Contractors - Hal Cosper of Powder Springs, GA, Jerry Dulohery of Alpharetta, GA, Lin R. Rogers of Alpharetta, GA and Tommy Young of Washington, GA.

Tom Pridemore of Gainesville, GA was appointed to the State Construction Industry Licensing Board, Division of Utility Contractors.

Hugh Hill of Perry, GA was appointed to the State Board of Veterinary Medicine.

"Georgia will be well represented by these appointees. I want to thank them for their willingness to serve the state," said Governor Sonny Perdue. "Each one of these devoted individuals will be good stewards of the public trust because of their commitment to service."

These appointments provide quorums for the State Construction Industry Licensing Board - Division of Electrical Contractors and the Division of Utility Contractors and the State Board of Veterinary Medicine

State Ethics Commission

Major General Emmett W. Bowers, U.S. Army, Retired, 77, Albany, GA - General Bowers is the President of Roberts & Bowers, Inc. and is associated with Murray M. Webb & Associates. Bowers served in the United States Armed Forces for thirty-three years (Marines and Army) with active duty

service during World War II, Korea, and Vietnam. His military decorations include the Distinguished Service Medal, Bronze Star, and Purple Heart. He has served as Director of the Flint District Boy Scouts of America, Member of the Board of The American Cancer Society, President of the Albany Kiwanis Club, and is an active member of Porterfield United Methodist Church. Bowers is a graduate of Mercer University and earned an MBA from the University of Alabama. He and his wife, Sarah, have three sons, and eight grandchildren.

C. Mitchell "Mitch" Warnock, Jr., 34, Dublin, GA - Warnock is sole partner in a general law practice with a primary focus on civil and criminal litigation. He received his law degree from the Walter F. George School of Law at Mercer University. Warnock is a member of the American Bar Association and the State Bar of Georgia. His community activities include the Dublin Civitan Club, Heart of Georgia United Way Campaign Committee, and the Dublin-Laurens County Chamber of Commerce.

State Board of Pharmacy

Fredrick "Fred" Winston Barber, Jr., 60, Blackshear, GA - Barber is a registered community pharmacist and the owner of Barber's Pharmacy and Barber's Vital Care of Southeast Georgia. He is a member of the Georgia Pharmaceutical Association's Board of Directors. He has been involved in numerous community and civic activities including the Pierce County Chamber of Commerce, the Blackshear Rotary Club, the University of Georgia's President's Club, and the Southeast Georgia Cancer Board of Directors. Barber holds undergraduate degrees in history and chemistry from the University of Georgia and received his Bachelor of Science degree in Pharmacy from UGA in 1969. He and his wife, Julie, have three children and two grandchildren.

State Construction Industry Licensing Board, Division of Electrical Contractors

Hal Cosper, 53, Powder Springs, GA - Cosper is Chief Building Official for the City of Marietta, GA. He holds state licenses for conditioned air, electrical contractor, refrigerant recovery and recycling, and auto emission advanced specialist. Cosper is a code certified electrical, plumbing, and building analyst. He is also a certified residential electrical, commercial electrical and commercial combination inspector. His professional memberships include the American Public Works Association, Atlanta Electrical Contractors, Building Officials Association of Georgia, and the Metro Atlanta Inspectors Association.

Jerry Dulohery, 65, Savannah, GA - Dulohery is the founder of DWG Consulting Engineers, Inc. He is a graduate of Clemson University with a Bachelor of Science in Electrical Engineering. His professional affiliations include past Director of the American Council of Engineering Companies, GA. Dulohery's civic activities include Savannah Chapter of Habitat for Humanity, St. James Church of School Board and Parish Council, Inner City Night Shelter, and Hope House of Savannah. He and his wife, Margaret, have three children and three grandchildren.

Lin R. Rogers, 45, Alpharetta, GA - Rogers is President and CEO of Lin R. Rogers Electrical Contractors and Managing Partner of Holt Partnerships, LLC. He holds a Master Electrician/Electrical Contracting license in Georgia and 27 other states. Rogers is a graduate of the Owner/President/Management Program from Harvard University. He also has a degree from Oglethorpe University in Project Management and Southern Polytechnic Institute in National Electric Code. His community activities include Egleston Children's Hospital, Outreach Ministries, Arthritis Foundation, and the American Cancer Society.

Thomas "Tommy" C. Young, 68, Washington, GA - Young is the owner of Young's Electrical Contractor in Washington, GA. He and his wife, Carmen, have five children.

Tom Pridemore, 47, Gainesville, GA - Pridemore is the owner and president of Pride Utility Construction Company in Cumming, GA. He holds a degree in Business Administration from West Virginia University. Tom and his wife, Leigh, have four children.

State Board of Veterinary Medicine

Hugh Hill, 56, Perry, GA - Hill is the owner of Southwood Animal Hospital. He is Past President of the Middle Georgia Veterinary Medical Association. Hill is a member of the American Veterinary Medical Association, the American Animal Hospital Association, and the Georgia Veterinary Medical Association. He earned his Bachelor of Science degree and his Doctorate of Veterinary Medicine from the University of Georgia.
