NOTICE OF COMMENCEMENT OF
PUBLIC COMMENT PERIOD, PUBLIC HEARINGS, AND AVAILABILITY
OF DRAFT ACT ALLOCATION FORMULA DOCUMENT AND
TECHNICAL ANALYSES
The draft ACT Allocation Formula, dated as of May 1, 2003 is proposed for the purposes of soliciting comments from the public in accordance with Article XI of the ACT Basin Compact and Article V of the Operating Guidelines of the ACT Commission.
In accordance with Section 5.05 of the Operating Guidelines of the ACT Commission, the State Commissioners appoint the Honorable Eddie Davis, Esq. to serve as hearing officer for a public hearing to be held in Montgomery, Alabama on June 10, 2003 and the Honorable John Walden, Esq. to serve as hearing officer for a public hearing to be held in Cartersville, Georgia on June 12, 2003. Notice of such public hearings is hereby provided in accordance with Section 5.04 of the Operating Guidelines of the ACT Commission with the dates, times, and locations as follows:

In accordance with Section 5.06 of the Operating Guidelines of the ACT Commission, the ACT Commission hereby gives notice of the opportunity for the submission of written comments by interested persons or organizations regarding the draft allocation formula. Such comment period shall begin on May 5, 2003 and shall continue until July 7, 2003. At least five (5) copies of any comments shall be submitted in writing to each of the state representatives below:

During the public comment period established above, the Secretary of the ACT Commission hereby makes available to the public for review and copying the draft ACT Allocation Formula and supporting documents prepared by the ACT Negotiating Committee outlining the draft allocation formula and studies, analyses or documents describing or explaining the draft allocation formula. Such documents are available on the internet at either one of the following locations:

or shall be made available upon request. Costs of copying shall be paid by the person requesting the copies.
Following the public hearings and the public comment period, the State Commissioners shall consider whether to adopt or modify the draft allocation formula in accordance with the terms and conditions of the ACT Compact and the ACT Operating Guidelines.
