Governor Perdue Announces Executive Appointments

ATLANTA – Governor Sonny Perdue announced today the following executive appointments.

State Board of Technical and Adult Education

Annie Hunt Burriss, 53, Atlanta, GA, Fourth Congressional District Representative – Burriss is the associate provost for evening degrees and the president’s deputy for community relations at Oglethorpe University. Burriss served as executive director of the Commission for a New Georgia and as Governor Perdue’s Deputy Chief of Staff for Policy, Legislative Affairs, & Executive Appointments as a loaned executive from the Board of Regents. She served as associate vice chancellor for the Board of Regents, and established the University System of Georgia Foundation. Burriss has served as an economic development professional in the public and private sectors, including the Governor’s Development Council, Georgia Power Company, the DeKalb Chamber of Commerce and the Georgia Department of Industry, Trade & Tourism. She founded the Georgia Biomedical Partnership and the Southern Coalition for Advanced Transportation. Burriss was named five times to Georgia Trend magazine’s “100 Most Influential Georgians.” She earned fine arts degrees from Sullins College and Stephens College, a master of city planning from the Georgia Institute of Technology and is in dissertation status at the University of Pennsylvania’s doctoral program for higher education management. She and her husband J. Wood Burriss, Jr., have two children.

Otis M. Raybon, Jr., 53, Rome, GA, Eleventh Congressional District Representative – Raybon is the vice president of operations for News Publishing Company. He serves as a board member for the Coosa Valley Technical College and is the CVTC Foundation chairman. He served on the Griffin Technical College Board for seven years and was a Certified Literate Community chairman. Raybon was a member of the Rome/Floyd Development Authority and was chairman of the Greater Rome Chamber of Commerce. He is the regional advisory council member for region one of the Georgia Department of Community Affairs. Raybon received an associate’s degree from Gordon College and a bachelor’s degree from Georgia State University. He and his wife, Barbara, have two children.

Carl Swearingen, 60, Sandy Springs, GA, At Large Representative – Swearingen retired in 2001 Senior Vice President and Corporate Secretary of the Bell South Corporation. He served as chairman of Governor Perdue’s transition team in 2002. Swearingen is a member of the Commission for a New Georgia, and served on the boards of the Georgia Chamber of Commerce, the Atlanta Chamber of Commerce, the University of Georgia Foundation, and Berry College. He served as past chairman of Governor Miller’s Advisory Council on Science and Technology, the University of Georgia National Alumni Association, Georgia Partnership for Excellence in Education, the Georgia Board of Industry, Trade, and Tourism, and the National Board of Advisors of the Museum of Aviation. He participates in many fundraising projects, including United Way, Boy Scouts, American Cancer Society and Zoo Atlanta. Swearingen earned bachelor’s and master’s degrees from the University of Georgia, and earned a master’s degree in management from the Massachusetts Institute of Technology. As a University of Georgia Air Force ROTC cadet, Swearingen was commissioned a second Lieutenant in the United States Air Force and was awarded the Bronze Star for his service in Vietnam. He and his wife, Pat, have two children and two grandchildren.

Criminal Justice Coordinating Council

Lynn M. Anderson, 54, Statesboro, GA, Sheriff Representative – Anderson is the sheriff of Bulloch County and has served twenty-seven years with the Bulloch County Sheriffs’ Office. He is a member of the Training and Standards Committee for the Georgia Sheriffs’ Association and serves on the advisory board for the Forensic Science Unit at Officer’s Training Corps. Anderson organized Bulloch County’s Drug Suppression Team. He is a member of the National Sheriffs’ Association and the FBI National Academy Association. Anderson attended the FBI National Academy. He and his wife, Becky, have two children.

State Board of Hearing Aid Dealers and Dispensers

Henry C. Williams, 56, Gainesville, GA, Dispenser Representative (REAPPOINTMENT) – Williams is co-owner and office manager of Gainesville Hearing Services and has served as a hearing aid dispenser for thirty three years. He is Council for Accreditation in Occupational Hearing Conservation certified. Williams serves on the advisory board for the Spokane Community College’s Hearing Instruments Specialty Program. He received his bachelor’s degree from the University of Central Florida. Williams has one child.

State Board of Nursing Home Administrators

Norma Jean Morgan, 55, Clyo, GA, Hospital Administrator Representative – Morgan is the chief executive officer of Effingham Hospital. She served as the director of aging and community services in the Division of Medical Assistance for the Georgia Department of Community Health. She is a certified nursing home administrator and a fellow with the American College of Healthcare Administrators. Morgan is a member of the Georgia Gerontology Society and the Historic Effingham Society. She served as president of the Savannah Coalition on Aging and president of the Effingham County Chamber of Commerce. She was named Woman of the Year by the American Businesswomen Association. Morgan attended Georgia Southern University. She and her husband, Ashley, have two children.

E. Phillip Stone, 59, Covington, GA, Consumer Member – Stone is the division president for American Homecare Supply, Georgia. He is a member of the American Association for Homecare and the National Home Infusion Association, and he served as president of the Georgia Association of Medical Equipment Suppliers. Stone is vice chairman of the Covington Parking Authority, a trustee of George Walton Academy and serves on the Newton County Chamber of Commerce. He received a bachelor’s degree from Mercer University and a pharmacy degree from the University of Georgia. Stone and his wife, Ivy, have four children and five grandchildren.
