Governor Perdue Announces Executive Appointments

ATLANTA - Governor Sonny Perdue announced today the following executive appointments.

Composite State Board of Medical Examiners

Kathleen “Kathy” Kinlaw, 48, Decatur, GA, Public at Large Representative – Kinlaw is the director of the Emory University Center for Ethics and a bioethics associate in pediatrics at Emory University. She is the founder and executive director for the Health Care Ethics Consortium of Georgia, an ethics committee member for the Centers for Disease Control and Prevention and a member of the board of trustees for Georgia Health Decisions. She earned a bachelor’s degree and master’s degree from Emory University. Kinlaw and her husband, Robert, have two children.

William E. Roundtree, M.D., 53, Columbus, GA, Physician Representative – Roundtree is a family practice and sports medicine physician as well as an assistant clinical professor at Emory University. He serves on the board of directors of the Columbus Regional Healthcare System and is a member of the professional affairs committee. Roundtree is a member of the Muscogee County Medical Society and the Georgia Academy of Family Physicians. He earned a bachelor’s degree from North Carolina A&T University and a medical degree from Wake Forest University. Roundtree and his wife, Rosina, have three children.

Board of Registration of Professional Engineers and Land Surveyors

E. Scott Evans, 36, Jasper, GA, Public at Large Representative – Evans serves as president of the Pickens County Chamber of Commerce. He is a member of the board of directors of the Boys and Girls Club of Northwest Georgia, the Pickens County Family Connection and the Pickens County Literate Community Program. Evans also serves on the Reinhardt College Alumni Board of Governors. He earned an associate’s degree from Reinhardt College and a bachelor’s degree from Berry College. Evans and his wife, Elizabeth, have two children.

Stephen “Steve” R. Richards, 38, Chatsworth, GA, Engineer Representative – Richards is the owner and president of Richards and Associates Engineering, Inc. He is a member of the American Association of Civil Engineers. He earned a bachelor’s degree from the Southern College of Technology. Richards and his wife, Leah, have three children.

Elmo A. Richardson, Jr., 69, Macon, GA, Engineer Representative – Richardson serves as vice president of Stantec Consulting Services, Inc. He has over forty-five years of engineering experience, including as co-founder of Tribble & Richardson, which later merged with DS Atlantic Corporation. He serves as a Bibb County commissioner and as chairman of the Construction Board of Appeals for Macon-Bibb County. He is a fellow of the American Consulting Engineers Council and a diplomat for the American Academy of Environmental Engineers. Richardson is a member of the Georgia Society of Professional Engineers and is a past president of the Consulting Engineers Council of Georgia. He earned a bachelor’s degree from the Georgia Institute of Technology. Richardson and his wife, Linda, have two grown children and two grandchildren.

County and Municipal Probation Advisory Council

M. Stan Cooper, 47, Rock Spring, GA, Public Probation Officer Representative – Cooper is the chief probation officer for the Cherokee Judicial Circuit. He previously served as a probation officer for the Lookout Mountain Judicial Circuit and a surveillance officer for the Conasauga Judicial Circuit. Cooper is a member and the immediate past president of the Georgia Probation Association. He earned a bachelor’s degree from Brenau College. Cooper and his wife, Carolyn, have two children and one grandchild.

Steven P. Page, 46, Cumming, GA, Private Probation Officer Representative (REAPPOINTMENT) – Page is a co-founder and president of Georgia Probation Management, Inc. He has previously served as a parole officer II for the Cherokee Judicial Circuit and a surveillance officer for the Bell-Forsyth Judicial Circuit. Page is a member and past president of the Private Probation Association of Georgia. He is also a member of both the Cumming-Forsyth and the Cherokee County Chambers of Commerce. He earned an associate’s degree from Reinhardt College and a bachelor’s degree from Brenau College. Page and his wife, Leslie, have three children.

H. Allen Poole, 49, Buchanan, GA, County Commissioner Representative – Poole serves as the chairman of the Haralson County Board of Commissioners. He previously served with the Georgia State Patrol for 20 years and was later a member of Home Depot’s Corporate Security Team. He earned a bachelor’s degree from Jacksonville State University. Poole and his wife, Mandy, have one son.

William “Billy” M. Trapnell, 63, Metter, GA, Municipal Authority Representative – Trapnell is the mayor of the city of Metter. He retired from the U.S. Postal Service after twenty eight years of service. Trapnell serves on the Georgia Municipal Association Legislative Policy Council and on the Region 9 Workforce Investment Board. He is also a charter member of the Metter Lions Club and serves as president of the Woodpecker Trail Association. Trapnell and his wife, Yvonne, have three children and four grandchildren.
