Joe Doyle Named to Lead State Personnel Administration

ATLANTA – Governor Sonny Perdue announced today that Joseph B. Doyle has been named Commissioner of the State Personnel Administration. Doyle, who will follow current Commissioner Steve Stevenson, has been the director of the Governor’s Office of Consumer Affairs since January 2004. As part of his duties, Doyle led the creation of the Governor’s Office of Customer Service, which has been praised nationally for helping agencies institute a customer-first attitude among employees. The Office of Customer Service will move to SPA along with Doyle, ensuring the initiative continues to reach across the entire span of state government.

“Joe has been a true champion in looking out for Georgia taxpayers, both in making sure they are receiving top-notch customer service from state government and helping protect consumers from unlawful and deceptive practices,” Governor Perdue said. “I also want to thank Steve for his dedicated service to our state. He has helped us implement best practices in human resource management across state government.”

“I am honored by the trust Governor Perdue has shown in me with this new role,” Doyle said. “Joining SPA and the Office of Customer Service is a perfect marriage and we will strive to support the success of all state employees.”

The State Personnel Administration, formerly the Georgia Merit System, works with state agencies to hire, train, develop and retain their workforce, enhance organizational performance, and provide employee benefits and financial security services through the administration of the State’s flexible benefits program.

State agencies work with the State Personnel Administration as enthusiastic partners in planning, designing and implementing strategic HR initiatives in the areas of absence management, leadership development, human capital management systems, performance management, recruiting, policies and procedures, succession planning, workforce planning, and employee engagement.

Doyle is a former owner of a 240 store retail chain, After Hours Formal Wear.  He previously held positions with Arthur Andersen & Co. and the Augusta National Golf Club. He received an undergraduate degree from the University of Notre Dame. Doyle is an active member of the community, including the Atlanta Businessmen’s Roundtable and Vice-Chair of the Cashiers Historical Society. He and his wife of 39 years, Carol, have three grown children.

In 2009, Doyle was selected as a Toll Fellow, one of the highest honors a public servant can receive.
