Governor Perdue Announces Executive Appointments

ATLANTA – Governor Sonny Perdue announced today the following executive appointments.  Brief biographies are provided below:

Board of Commissioners of the Magistrates’ Retirement Fund of Georgia

George F. Hutchinson, III, 46, Lawrenceville – Hutchinson is the Chief Magistrate Judge of Gwinnett County. Prior to his appointment as Chief Magistrate, he was one of the full time judges in the Gwinnett Magistrate Court. He has lectured for the Institute for Continuing Judicial Education and serves on the executive committee of the Magistrate Court Council of Georgia representing the 9^th region. He is chairman of the Criminal Justice Information Systems program for Gwinnett County and is his Court’s representative on the Child Abuse Protocol Committee and the Child Fatality Review Committee. He is a member of the board of directors of Annandale Village and is the president of the Lawrenceville Kiwanis Club. Hutchinson earned a bachelor’s degree from Guilford College and a law degree from Emory University School of Law. He and his wife, Julie, have two children.

Georgia Board of Examiners of Licensed Practical Nurses

Fredettena “Tina” C. Fletcher, 43, Barnesville, LPN Representative – Fletcher is the RAI director at Heritage Inn Nursing Home. She is a graduate of Leadership Lamar 2009 and is Nurse Assessment Coordinator Certified through the Georgia Nursing Home Association. Fletcher earned a nursing degree from Griffin Technical School. She and her husband, James, have two children.

Kellie R. Lockwood, 54, Willacoochee, Nursing Education Representative –Lockwood is the lead instructor for the Practical Nursing Program at East Central Technical College. She previously served as director of the Pharmacy Technician Program at the Technical College. Lockwood is a registered nurse and has served as supervisor of home health aides for the Health Department Home Care Services, an instructor at Ben Hill-Irwin Technical Institute, an industrial nurse at Joseph Campbell Company and director and instructor at South Georgia College. Lockwood earned a nursing degree from Grady Memorial Hospital School of Nursing, a bachelor's degree from the University of the State of New York, and a master’s degree from Valdosta State University. She and her husband, Charles, have five children.  

Patricia Z. Marshall, 33, Gray, LPN Representative – Marshall is the RAI coordinator for Lynn Haven Health and Rehabilitation.  She has worked at Lynn Haven for twelve years where she has served as nursing assistant training program instructor, restorative nursing supervisor, education coordinator, resident care coordinator, and charge nurse.  Marshall earned a degree from Central Georgia Technical College.  She and her husband, Tomas, have four children.

K. Andrea Phipps, 45, Dalton, LPN Representative – Phipps is the nurse manager at Regency Park. She is a certified infection control nurse manager and certified wound care nurse manager. She is also a CPR Instructor for the local American Red Cross chapter. She volunteers with the Alzheimer’s Association, MDA-Jerry’s Kids, Whitfield County Animal Rescue and Adoption, and Susan G. Komen Breast Cancer Foundation. Phipps earned a LPN degree from Dalton State College and is currently pursuing a bachelor’s degree in nursing. She is married to Doug Phipps and has two children.

Georgia Peace Officers Standards and Training Council

R. Michael “Mike” Jolley, 55, Hamilton, Sheriff Representative – Jolley is the Sheriff of Harris County. Prior to his election, he served in the U.S. Army for twenty years. He is on staff as a part-time instructor in the Criminal Justice Department at Columbus State University and serves on the board of directors of the Columbus State University Regional Police Academy. He is a member and past president of the Georgia Sheriffs’ Association, and a member of the National Sheriffs’ Association, the Peace Officers’ Association of Georgia, and the Constitutional Officers’ Association of Georgia. He is also a member of the Harris County Chamber of Commerce and is a charter member of the Harris County Rotary Club. Jolley earned a bachelor’s degree and a master’s degree from Troy State University. He and his wife, Cindy, have two children and five grandchildren.

Board of Human Services

C. Scott Johnson, 52, Marietta – Johnson is senior vice president of Financial Supermarkets, Inc. He is chairman of the Cobb County Republican Party and serves on the executive committee of the Georgia Republican Party. He is a member of the Cobb County Transportation SPLOST Oversight Committee and a graduate of both Leadership Cobb and the Coverdell Leadership Institute. Johnson attended Shelby State College. He and his wife, Janet, have three children and two grandchildren.

Professional Standards Commission

Adrian L. Epps, Ed.D., 42, Atlanta, Teacher Education Faculty Representative – Epps is associate dean of science and mathematics education, director of the ATOMS Center, and assistant professor of educational leadership at Kennesaw State University. He previously served as director of mathematics and science initiatives for the Atlanta Public School System and taught science for nine years at Frederick Douglass High School. Epps earned a bachelor’s degree and a master’s degree from Emory University and a doctoral degree from Clark-Atlanta University. He and his wife, Kathryn, have three children.

Meredith W. Hodges, 42, College Park, Business Representative – Hodges is vice president of human resources and external affairs for Gas South, LLC. She is co-chair of the Atlanta Firms committee for the Woodruff Arts Center Annual Fundraising Campaign and is co-chair of the teacher recruitment and retention subcommittee of the Metro Atlanta Chamber’s Regional Education Committee. She is also a mentor in the Coca-Cola Company/Spelman College mentoring program. Hodges earned a bachelor’s degree from Washington and Lee University and a master’s degree from Georgia State University. She and her husband, Jason, have one daughter.

Pamela “Pam” J. Walker, 51, Villa Rica, Teacher Representative – Walker is an instructional science coach with the Douglas County Board of Education. She is a member of the Professional Association of Georgia Educators and the National Science Teachers Association. She is a Georgia Master Teacher and serves on the Georgia Master Teacher Review Board and was the 2006 Douglas County Teacher of the Year and the 2007 Georgia Teacher of the Year. Walker earned a bachelor’s degree and a master’s degree from Georgia College and State University and an education specialist degree from Georgia Southern University.

State Licensing Board of Residential and General Contractors

Keely N. Fennell, 40, Statesboro, Residential Contractor Representative – Fennell is co-owner of NeSmith Construction Company, Inc.  She was the youngest and first female president of the Homebuilders Association of Statesboro.  She was named to the Savannah Business Report and Journal’s “40 under 40” and is the recipient of the Deen Day Smith Service to Mankind award. She is active with the Statesboro Service League, the Bulloch County Chamber of Commerce, and the Boys & Girls Club of Statesboro. Fennell earned a bachelor’s degree from Georgia Southern University.  She and her husband, Bo, have two children.

S. Aaron McWhorter, 62, Whitesburg, General Contractor Representative – McWhorter is the owner and president of North Georgia Turf, Inc. and Sports Turf Company, Inc. He serves on the Georgia Board of Community Affairs as well as on the West Georgia Regional Water Council and the Carroll County Water Authority. He is past president of the Georgia Turfgrass Association and the Georgia Sod Producers Association, and he previously served on board of the American Sports Builders Association. Sports Turf Company is a current member of the American Subcontractors Association and American General Contractors Association. McWhorter earned a bachelor's degree and a master's degree from the University of West Georgia. He and his wife, Linda, have three children.

State Medical Education Board

David B. Kay, M.D., 50, Adel – Kay is an obstetrician/gynecologist at Adel Memorial Hospital. After sixteen years with Georgia Power Company, he returned to medical school to become a physician. Kay earned a bachelor’s degree from Auburn University and a medical degree from Mercer University School of Medicine. He and his wife, Clelia, have three children.
