Governor Perdue Announces Executive Appointments

ATLANTA – Governor Sonny Perdue announced today the following executive appointments.  Brief biographies are provided below:

Council on American Indian Concerns

Frederick J. “Rick” Snow, Ph.D., 61, Peachtree City – Snow is president of Forensic Anthropology Consulting Services, Inc., which serves law enforcement agencies in the location and recovery of human remains. He is an adjunct assistant professor of anthropology at the University of Georgia. Prior to forming his consulting company, Snow was a forensic anthropologist for the Georgia Bureau of Investigation.  He also serves as a forensic anthropologist for Kenyon International Emergency Services, Blake Emergency Services, and the Centre for International Forensic Assistance. Snow earned a bachelor’s degree from Georgia State University and a master’s degree and a doctoral degree from the University of Tennessee. He is married to Cindy Snow. 

Georgia Board for Physician Workforce

Crystal L. Brown, M.D., Fort Valley, 51, Primary Care Physician – Brown is a family practice physician in private practice. She is an assistant professor at Mercer University’s School of Medicine in the Department of Family Medicine, and medical director at SouthernCare Hospice and Peach Regional Medical Center. She serves on the Secure Health Plans of Georgia board of directors and as president of Peach Regional Health Network, LLC.  Brown earned a bachelor’s degree from Agnes Scott College, a master’s degree from Kent State University, and a medical degree from Mercer University School of Medicine. She and her husband, Ruben, have two children.

Kay Kirkpatrick, M.D., 54, Marietta, Non-Primary Care Physician – Kirkpatrick is an orthopaedic hand surgeon at Resurgens Orthopaedics. She is a member of the American Academy of Orthopaedic Surgeons, American Society for Surgery of the Hand, Georgia Orthopaedic Society, Medical Association of Georgia, Medical Association of Atlanta and is president of the Resurgens Charitable Foundation. Kirkpatrick earned a bachelor’s degree from the University of Kentucky and a medical degree from the University of Louisville School of Medicine. She is married to Thomas Halton and they have two children.

William H. “Bill” Lee III, 39, Decatur, Hospital Representative – Lee is executive director of medical affairs for Children’s Healthcare of Atlanta. He previously served as president/executive director of the Children’s Health Network, Physician Hospital Organization. He is a member and immediate past president of the Georgia Hospital Association Society for Managed Care board of directors and a member of the American Association of Physician Liaisons. Lee earned a bachelor’s degree from Oglethorpe University and two master’s degrees from Georgia State University. He and his wife, Liane, have two children.

William C. “Bill” Waters IV, M.D., 56, Carrollton, Non-Primary Care Physician – Waters is the chief medical officer at Tanner Medical Center, Inc. He previously served as director of critical care services at Tanner Medical Center. He serves on the board of directors for the Bank of North Georgia. Waters is certified by the American Board of Internal Medicine and the American Board of Nephrology. He is a member of the American College of Physicians, the Society for Critical Care Medicine, and the American College of Physician Executives. Waters earned a bachelor’s degree and a master’s degree from Valdosta State University and a medical degree from Emory University School of Medicine. He is married to Teresa Waters.

State Board of Examiners for Certification of Water and Wastewater Treatment Plant Operators and Laboratory Analysts

William P. “Bill” Defino, 45, Clarkesville, EPD Tech Representative – Defino is an environmental specialist III for the Georgia Department of Natural Resources, Environmental Protection Division. He is a licensed Class I Georgia Water Treatment Plant Operator and Lab Analyst and Class I Georgia Wastewater Treatment Plant Operator and Lab Analyst. He is a member of the American Water Works Association, Georgia Water and Pollution Control Association, American Water Resources Association and Trout Unlimited. Defino earned a bachelor’s degree from the University of Georgia. He is married to Alicia Barton.

R. Anthony “Tony” Rojas, 47, Macon, Municipal/County Representative – Rojas is executive director of the Macon Water Authority. Prior to joining the Authority, he spent ten years as city manager of Moultrie, Georgia. He is a member of the Georgia Association of Water Professionals and serves as vice chairman of the Georgia Family Connection Partnership. He is a past president of the Macon Museum of Arts and Sciences and the Macon Kiwanis Club.  Rojas earned a bachelor’s degree from Augusta State University and a master’s degree from the University of Georgia. He and his wife, Pam, have one son.

State Workforce Investment Board

E. Alexander “Alex” Gregory, Jr., 60, Duluth, Business Representative – Gregory is president and chief executive officer of YKK Corporation of America. He was recently named to YKK Corporation’s board of directors in Japan as YKK’s first non-Japanese director. He is a member of the Georgia Chamber of Commerce’s board of directors, The Carter Center’s board of councilors, Japan-America Society of Georgia, Japanese Chamber of Commerce of Georgia, GCSU Foundation board of trustees, and The Georgian Club’s board of directors. Gregory earned a bachelor’s degree from the Georgia Institute of Technology and a master’s degree from Georgia College & State University. He and his wife, Glenda, have two children and two grandchildren.
