Governor Perdue Announces Executive Appointments
ATLANTA - Governor Sonny Perdue announced today the following executive appointments.
Composite State Board of Medical Examiners
John T. “Ted” Perry, M.D., 51, White, GA, Physician Member – Perry is the president and senior associate at Cartersville Surgical Associates. He is a director of Century Bank and the chairman of the governmental committee for the Bartow Chamber of Commerce. He is a member of the Medical Association of Georgia, the Georgia Surgical Society and the Atlanta Vascular Society. He earned a bachelor’s degree from Furman University and his medical degree form the Medical College of Georgia. Perry and his wife, Carlene, have three children.
Board of Commissioners of the Judges of the Probate Courts Retirement Fund of Georgia
C. Caric Martin, 49, Powder Springs, GA, Member – Martin is the senior vice president and community executive at Georgian Bank. He previously served as the chief financial officer at Georgia State Bank and as a vice president of the general accounting department of the National Bank of Georgia. He is a member of the city of Powder Springs’ Downtown Development Authority and a former board member of the Sweetwater Valley Community Action Mission Project. He earned a bachelor’s degree and master’s degree in business administration from the University of Georgia. Martin and his wife, Grace, have three grown children and two grandchildren.

R. Eugene “Gene” Cartledge, 76, Savannah, GA, Member – Cartledge is the chairman and director of Graftech International and a director of Blount, Inc. He retired as chairman of the board of Savannah Foods and Industries, Inc in 1997. He also served as the chief executive officer of Union Camp Corporation. Cartledge is a past chairman of the American Paper Institute and the Institute of Paper Science and Technology. He earned a bachelor’s degree from the University of Alabama and completed an advanced management program at Harvard Business School. Cartledge and his wife, Gale, have three grown children and eight grandchildren.

Henry L. Cook, Sr. DDS, 66, Pine Mountain, GA, Dentist Representative (REAPPOINTMENT) – Cook is a dentist in Columbus, Georgia, and has been practicing for thirty-five years. He is a fellow of the International College of Dentistry, the American College of Dentistry and a member of the Georgia Dental Association. He is chairman of the Annual Black History Committee, past president of the Western District Dental Society and a past member of the Muscogee Board of Education. He earned a bachelor’s degree from Tuskegee University and a dentistry degree from Meharry Medical College. Cook and his wife, Mamie, have three children.
State Board of Funeral Service
Nancy C. Kennedy, 60, Sparta, GA, Consumer Member – Kennedy retired as a teacher at Georgia Military College after more than twenty-five years of service. She serves on the Wesley Foundation Board of Directors and is a member of the United Daughters of Confederacy, the Hancock County Farm Bureau and the Baldwin County Retired Educators Board. She earned a bachelor’s degree from the Woman’s College of Georgia, now Georgia College and State University, and a master’s degree from Georgia College and State University. Kennedy and her husband, Jimmy, have two grown children.
Linda S. Ware, 55, Bremen, GA, Funeral Director Representative – Ware is the funeral director at Helton Brothers Funeral Home. She has been a licensed funeral director and embalmer for over twenty years. She serves as the director of the Bremen Food and Clothing Bank and as a board member of the Haralson County Family Connections Coalition and the Haralson Department of Family and Children Services. She earned an associate’s degree from Gupton-Jones School of Mortuary Science. Ware survives her husband. She has four children and four grandchildren.
Franklin D. Roosevelt Warm Springs Memorial Advisory Committee
Frank S. Cheatham, Jr., 82, Savannah, GA, Member (REAPPOINTMENT) –Cheatham practiced law in Savannah for over twenty years and served as a Chief Judge in the Eastern Judicial Circuit Superior Court. He also served in the Georgia House of Representatives for four terms and held the position of chairman of the appropriations committee. He is a past president of the Savannah Bar Association and the Judicial Council of Georgia. Cheatham has served on the Franklin D. Roosevelt Warm Springs Memorial Advisory Committee for eight years and is an honorary member of the Savannah Rotary Club. He earned bachelor’s degree and a law degree from the University of Georgia. Cheatham and his wife, Rebecca, have two children and one grandchild.
Millard B. Grimes, 76, Athens, GA, Member – Grimes is the president and chief executive officer of Grimes Publications, which owns and operates six weekly newspapers. Before starting his publishing company over thirty-five years ago, he was the editor of the Columbus Enquirer. He is a past president of the Georgia Press Association and the Magazine Association of Georgia. He was also a publisher and editor of Georgia Trend and the Georgia Journal. He earned a bachelor’s degree from the University of Georgia. Grimes and his wife, Charlotte, have three grown children and one grandchild.
O. Ben Harris, 58, Lilburn, GA, Member (REAPPOINTMENT) – Harris is vice president of the land department for the Georgia Power Company. In his thirty-six years with Georgia Power, Harris has served as assistant to the executive vice president of external affairs and held positions in residential marketing and consumer affairs. He is a member of the Georgia Trust for Historic Preservation, the Georgia Conservancy, the Georgia Public Broadcasting Foundation and the Board of Regents Foundation. He has served on the Franklin D. Roosevelt Warm Springs Memorial Advisory Committee for eight years. He earned a bachelor’s degree from the Georgia Institute of Technology. Harris and his wife, Lucy, have three children and five grandchildren.
Jaynie L. Nesmith, Ph.D., 55, Manchester, GA, Member (REAPPOINTMENT) – Nesmith serves as an educational consultant for schools in Ft. Benning, GA. Previously, she was the director of curriculum for the Department of Defense Education Activity at Ft. Benning as well as a dean and associate professor at Columbus State University. She is a member of the International Reading Association, the Association for Curriculum and Development, the National Association for the Education of Young Children and the Meriwether County Chamber of Commerce. She earned a bachelor’s degree from Auburn University, master’s degrees from both Georgia State University and Columbus State University and a doctorate degree from Auburn University. Nesmith and her husband, Randy, have four children.
Hal S. “Toby” Raper, Jr., DDS, 67, Atlanta, GA, Member – Raper is a private practice dentist in the Buckhead area of Atlanta and has been practicing for almost forty years. He spent three years on active duty in the U.S. Navy and twenty-six years in the Naval Reserve. He is a member of the Georgia Dental Association, the Thomas P. Hinman Dental Society, the Academy of General Dentistry and the International College of Dentists. Raper is a member of the Atlanta Historical Society, the Franklin and Eleanor Roosevelt Institute of Hyde Park, New York and the National Railway Historical Society. He earned a bachelor’s degree and a dentistry degree from Emory University. Raper and his wife, Cathy, have one son.
