Governor Perdue Announces Executive Appointments
ATLANTA – Governor Sonny Perdue announced today the following executive appointments:
State Board of Education
S. Guy Middleton, 69, Dahlonega, GA, Ninth Congressional District Representative – Middleton is a farmer and businessman. For over thirty-five years, he owned and operated a development and construction company. Middleton serves on Governor Perdue's Quality Basic Education (QBE) Task Force and the State Licensing Board for Residential and General Contractors. He previously served in the Georgia State Senate and held the positions of chairman of the Health & Human Services Committee, vice-chairman of both the Agriculture Committee and the Reapportionment Committee, member on the Appropriations Committee, Education Committee, and Ethics Committee. Middleton is a past chairman of the Lumpkin County Water and Sewer Authority and a past chairman of the Lumpkin County Economic Growth and Steering Committee. Middleton served in the U.S. Marine Corp and is a graduate of the Georgia Institute of Technology. Middleton and his wife, Anita, have three children and three grandchildren.
Larry E. Winter, 56, Cohutta, GA, Tenth Congressional District Representative – Winter is the managing partner of Winter, Harris, & Scoggins Certified Public Accountants. He is a member of the Georgia Society of Certified Public Accountants, the American Institute of Certified Public Accountants, the Association of Certified Fraud Examiners and the National Association of Certified Valuation Analysts. Winter is a member of the Whitfield County Planning Commission, the Dalton Kiwanis Club and serves as chair of the Dalton/Whitfield Education Revolution Alliance. He earned a bachelor’s degree from the University of Florida. Winter and his wife, Constance, have four children.

Janice M. Gallimore, 60, Greensboro, GA, Ninth Congressional District Representative – Gallimore is a patient care coordinator at Family Medical Associates. Gallimore is the chairman of the Greene County Board of Education and a member of the Family Connection Task Force of Greene County. She is a former director of PruCare of Los Angeles and New Mexico and a former manager at Prudential Group Insurance. She is a member of the 2006 Coverdell Leadership Institute and is an active member of Delta Sigma Theta Sorority. She earned a bachelor’s degree from Clark College. Gallimore has one grown son.
Jacqueline “Jackie” McDowell, 53, Rome, GA, Eleventh Congressional District Representative – McDowell is the dean of education and human sciences at Berry College. She has served as the director of faculty research and sponsored programs, the continuing education and community service and the Southern Association of Colleges and Schools self-study, all at Berry College. McDowell is on the executive board of the Association of Independent Liberal Arts Colleges of Teacher Education and a member of Georgia Public Policy Foundations’ Education Policy Board. She earned a bachelor’s and master’s degree from the University of Akron and a doctorate degree from Kent State University. McDowell and her husband, Eric, have three children.
Luann L. Purcell, 53, Warner Robins, GA, First Congressional District Representative – Purcell is the executive director of the Council of Administrators of Special Education, Inc. She previously served as the assistant superintendent of Houston County Schools and as a teacher in Houston and Glynn Counties. Purcell is a member and past president of the Georgia Council for Administrators of Special Education and a member of the Georgia Association of Educational Leaders and the Professional Association of Georgia Educators. She earned a bachelor’s degree from Georgia Southern University as well as a master’s degree and doctorate degree from the University of Georgia. Purcell and her husband, Douglas, have two children and two grandchildren.

William D. Deveney, 46, Atlanta, GA, Member – Deveney is a partner at Elarbee, Thompson, Sapp and Wilson, specializing in the representation of management in labor law, employment law and litigation. He previously worked with Kirwan, Goger, Chesin and Parks and held a clerkship with the Honorable Allen L. Chancey, a Chief Magistrate Judge of the United States District Court for the Northern District of Georgia. He earned a bachelor’s degree from the University of Maryland and a law degree from Emory University.
Georgia Superior Court Clerks Cooperative Authority
Patrick N. Millsaps, 33, Camilla, GA, General Member – Millsaps is a managing partner at Tyson and Millsaps, LLP. He is the co-founder of Clarity Graphics Inc, a company that produces trial exhibits for attorneys and is co-founder of Flint River Mediation and Arbitration Services, LLC. Millsaps serves on the legislative advisory committee of the State Bar of Georgia and is a member of executive council of the Young Lawyers Division. He serves as chairman of Better Hometown Camilla, 2nd vice chairman of the Camilla Chamber of Commerce, program chairman of the Camilla Rotary Club and past president of the Mitchell County Bar Association. He earned a bachelor’s degree from Samford University and a law degree from the University of Georgia. Millsaps and his wife, Elizabeth, have three children.
Brain and Spinal Trust Fund Commission
M. Alice Bullock, 64, Hull, GA, Member – Bullock has served as a stenographer for the State Department of Education and as an elementary school teacher in Madison County. She is a member of the Elijah Clarke Chapter of the Daughters of the American Revolution, the North American Ohara Teachers Association, the Garden Club of Georgia and recording secretary to Friends of the State Botanical Gardens of Georgia. She earned a bachelor’s degree from the University of Georgia. Bullock and her husband, Morris, have two children.
State Board of Registration for Foresters
Glen C. Warnock, 45, Montrose, GA, Forester Representative – Warnock is the president and co-owner of Gay Wood Company, Inc., a supplier of pulpwood and timber to various mills across Georgia. He is a member of the executive board and is the treasury secretary of the Georgia Forestry Association. He is also the chairman of the Trinity Christian School Board. He earned an associate’s degree from Abraham Baldwin Agricultural College. Warnock and his wife, Paula, have four children.
