Governor Perdue Announces Executive Appointments

ATLANA – The State Licensing Board for Residential and General Contractors was created in the 2005 legislative session by Senate Bill 124. The board will regulate the licensure of residential and general contractors. The board is composed of fourteen members all appointed by the Governor. Members are divided into 2 divisions (Residential and General), each consisting of 7 members.

Delmar Robert “Bob” Barnard, 45, Fayetteville , GA - Barnard is the owner of Barnard & Associates Remodeling, Inc.  He is a member of the National Association of Homebuilders and the Home Builders Association of Georgia.  Barnard attended the Southern Technical Institute and Jacksonville State University .  He and his wife, Cynthia, have three children. 

James Steven “Steve” Cash, 51, Stockbridge, GA - Cash serves as the director of policy for the Henry County Council on Quality Growth.  He has been a residential builder and developer for over twenty years, has earned the Certified Professional Builder designation from the Home Builders Association, and is Building Code Certified (CABO).  Cash served in the Georgia House of Representatives from 1996-2002.  He is the student ministry director at Eagle's Landing First Baptist Church .  Cash attended Georgia State University .  He and his wife, Marsha, have three children. 

Mark B. Herbert, 46, Evans, GA - Herbert is the president of Herbert Homes, Inc., a company involved in the construction of new single and multifamily housing, land development, office and light commercial construction and renovations.  He is a past president of the Home Builders Association of Georgia (HBAG) and the local Builders' Association of Metro Augusta (BAMA).  He is currently a national director with the National Association of Home Builders (NAHB) and is involved in governmental affairs and political action committees as they pertain to the building industry.  Herbert and his wife, JoAnn, have four children.

Allen M. Richardson, 54, Lawrenceville , GA - Richardson is the founder and president of Richardson Housing Group and chairman of the board of Builders Insurance.  He is a life director of the National Home Builders Association, the past president of the Home Builders Association of Georgia, the past president of the Greater Atlanta Home Builders Association, and a board member and past president of the Council for Quality Growth.  In 2004, he was honored as the Gwinnett County Chamber of Commerce's Small Business Person of the Year.  He attended DeKalb College (now Georgia Perimeter College ) and the Southern College of Technology (now Southern Polytechnic State University.)  He and his wife, Ann, have two children.

J. Philip Thayer, Jr., 34, Columbus , GA - Thayer is vice president of the J.P. Thayer Company.  He is a member of the Greater Columbus Home Builders Association where he serves on the board of directors and governmental affairs committee.  He is a member of the Downtown Rotary Club, the Historic Columbus Foundation and the Brookstone School Alumni Board.  Thayer earned a bachelor's degree in building construction from Auburn University and also holds real estate sales and brokers licenses.  He and his wife, Clair, have two children.

Melissa A. Henderson, 35, Watkinsville , GA , Public Building Official Member - Henderson is the director of code enforcement for Oconee County and also serves as the Oconee County local fire marshal.  She has fifteen years of code enforcement experience in Georgia .  Henderson serves as assistant mediator for the Building Official Association of Georgia and is a member of the American Association of Code Enforcement, the Plumbing and Mechanical Association of Georgia and the National Fire Protection Association.  She serves on the board of directors of the Middle Georgia Inspectors Association and serves on multiple committees of the Association County Commissioners of Georgia .  Henderson attended Georgia College and State University .

S. Guy Middleton, 69, Dahlonega, Public Member- Middleton is a farmer and businessman.  For over thirty five years, he owned and operated a development and construction company. Middleton serves on Governor's Perdue's Quality Basic Education (QBE) Task Force. He previously served in the Georgia State Senate and held the positions of chairman of the Health & Human Services Committee, vice-chairman of both the Agriculture Committee and the Reapportionment Committee, member on the Appropriations Committee, Education Committee, and Ethics Committee. Middleton is a past chairman of the Lumpkin County Water and Sewer Authority and a past chairman of the Lumpkin County Economic Growth and Steering Committee.  Middleton served in the U.S. Marine Corp and is a graduate of the Georgia Institute of Technology. Middleton and his wife, Anita, have three children and three grandchildren.

General Contractors Division

Timothy F. Ansley, 60, Savannah , GA - Ansley is the president and owner of Ansley-Sheppard-Burgess Co.  He is a member of the board of directors of the Georgia Branch of the Associated General Contractors and a U.S. Army veteran, having served in Vietnam .  He is  a 4 th degree member of the Knights of Columbus and a member of the Savannah Lions Club.  Ansley attended Armstrong State College and Brewton Parker College .  He is married to Linda Ansley and has two children, four stepchildren, and six grandchildren.

David Joseph Cyr, 42, Perry , GA - Cyr is co-founder and president of Parrish Construction Group, a construction management, design/build, and general contracting firm.  He is a member of the Perry Area Chamber of Commerce, the Perry Rotary Club, the Georgia Branch of the Associated General Contractors, and the Air Force Association.  He is a graduate of Leadership Georgia, Leadership Perry, and the Georgia Academy for Economic Development.  He is also a member of the Perry United Methodist Church where he serves as lay leader.  Cyr earned a bachelor's in building construction from the University of Florida .  He and his wife, Mary, have two children. 

Thomas "Tommy" M. Holder, 48, Atlanta, GA - Holder is currently the chairman and chief executive officer of Holder Construction Company, one of the largest general contractors, construction managers and design-builders in the United States.  He is a member of the Young Presidents' Organization, the Georgia Tech School of Architecture Development Council, the Atlanta Downtown Rotary, and chairman of the Kennesaw State University Foundation's board of trustees.  He earned a bachelor's degree in industrial management from the Georgia Institute of Technology.  He and his wife, Beth, have two children.

Calvin S. “Hoppy” Hopkins, III, 55, Thomaston , GA - Hopkins is the president of Reddick Construction Company, Inc.  He is a member of the Georgia Branch of the Associated General Contractors and the American Society of Landscape Architects.  In addition, he is a member of the Thomaston Kiwanis Club and the Georgia Chamber of Commerce board of directors, and is a trustee of the Gordon College Foundation.  He is a graduate of Leadership Georgia, and has served as vice president, president, and chairman of the Leadership Georgia Board of Trustees.  Hopkins earned a bachelor's degree in landscape architecture from the University of Georgia .  He and his wife, DeAnn, have three children. 

Roger S. Huggins, 52, Snellville , GA - Huggins is the owner and chairman of Rogers Construction Company.  Huggins is a former president of the Georgia Branch of the Associated General Contractors and served on the AGC board of directors.  He is a member of the Gwinnett Council for Quality Growth and the Gwinnett Chamber of Commerce.  Huggins earned a bachelor's degree in industrial management from the Georgia Institute of Technology.  He and his wife, Dee, have three children.

Daniel Phillip Cash, 51, Atlanta , GA , Architect Member - Cash is the senior vice president at Hellmuth, Obata & Kassabaum, Inc. (HOK) and is the chief administrative officer of the Atlanta office.  He is an active member of the American Institute of Architects (AIA), member of Central Atlanta Progress, and current director of the Architect's Foundation of Georgia.  He earned a bachelor's degree in architecture from the University of Tennessee .  He and his wife, Janet, have two children.

Morgan D. Wheeler, Sr., 63, Stone Mountain , GA , Public Building Official Member - Wheeler serves as a certified building official for Walton County , where, among many responsibilities, he manages both structural inspections and inspections of work performed by trade contractors. Wheeler worked in DeKalb County for over twenty years in inspection and supervision capacities, last serving as Chief Building Inspector. He is the president of the Building Official Association of Georgia and a member of the Metro Atlanta Inspection Association, the International Code Council, the Certified Professional Home Builders and the Stone Mountain Historical Society.  He earned an associate's degree in business from the Marsh Business School in Atlanta .  Wheeler and his wife, Patricia, have two children.
