ATLANTA, GA - Governor Sonny Perdue announced today the following executive appointments:
State Board of Technical and Adult Education
Ann R. Purcell, 59, Rincon, GA, At Large Member – Purcell is a published genealogist and the office manager for Radiation Therapy Associates, P.C. She is a former teacher and real estate salesperson. She also served as a Representative in the Georgia State House of Representatives from January 1991 until January 2005. Purcell serves on the Effingham County Adult Literacy Advisory Committee and the Georgia Art Commission Policy Committee. Purcell is a member of the Effingham County American Cancer Society Board of Directors, the Georgia Genealogical Association, the Effingham Historical Society, the Georgia Salzburger Society, the Georgia Sheriffs Association and the Hope Scholarship Study Commission. She was nominated for Who’s Who of American Women in 2003, Who’s Who in Medicine and Healthcare in 2004 and Who’s Who in America in 2003 and 2005. Purcell has also been honored by the Herald Staff & County Citizen as “One of the 10 Top Women of Effingham County.” She received her bachelor’s degree in education from Georgia Southern College. Purcell and her husband, Dent, have three children and eight grandchildren.
Board of Commissioners of the Sheriffs Retirement Fund of Georgia
Alphonse “Al” St. Lawrence, 70, Savannah, GA, Active Sheriff Representative – St. Lawrence serves as sheriff of Chatham County. He previously served in various positions at the Chatham County Police Department including corporal, sergeant, lieutenant, captain, assistant chief of police and chief of police. St. Lawrence has served on the Georgia Organized Crime Prevention Council, the Peace Officers Standards and Training Council and the City of Savannah’s Crime Collaborative. He is a member of the Georgia Sheriffs Association, the National Sheriffs Association, the International Association of Chiefs of Police, the Georgia Association of Chiefs of Police, the F.B.I National Academy Associates Georgia Chapter and the Peace Officers Association of Georgia. St. Lawrence served in the United States Air Force and graduated from the F.B.I. Academy. He and his wife, Patricia, have four children.
Jeykll Island State Park Authority
Edward E. Boshears, 58, Simons Island, GA, Coastal Member – Boshears has practiced law in Glynn County since 1973. He is a member of the State Bar of Georgia, the American Bar Association, the Georgia Trial Lawyers Association and the Southeastern Admiralty Law Institute. Boshears has also served in the Georgia State Senate and on the board of directors of the National Mental Health Association of Georgia. He is the recipient of several awards, including the Mental Health Association of Metro Atlanta's “Paul Shield Award,” the National Alliance for the Mentally Ill's “Distinguished Legislator Award” and the Coastal Georgia Regional Development Center's “Special Achievement Award.” He received his bachelor’s degree from Emory University, his juris doctor degree from Mercer University and his master of laws from Georgetown University. Boshears and his wife, Judy, have four children.
Sybil Dubberly Lynn, 72, Jesup, GA, At Large Member – Lynn has owned and operated Sybil's Family Restaurant since 1970. She was appointed to the Rural Development Council in 2003 by Governor Sonny Perdue. She has previously served on the Jesup City Council, the Altamaha Technical School Foundation Board, the Chamber of Commerce Board and the Industrial Development Authority. Lynn received the “Business Leader of the Year” award in 2002. She has three children.
State Board of Veterinary Medicine
Beckey Elaine Malphus, 38, Thomasville, GA, Veterinarian Representative – Malphus is owner and president of Canton, Malphus and Hodges Veterinary Hospital in Thomasville. She is a member of the American Veterinary Medical Association, the Georgia Veterinary Medical Association, the Southern California Veterinary Medical Association, the Florida Veterinary Medical Association, the Sunrise Kiwanis Club, the Thomas County Cultural Center, the Plantation Wildlife Festival, the Thomas County Humane Society and the Tallahassee Retriever Club. She received her associate’s degree in science from South Georgia College, her bachelor’s degree in animal/poultry science from the University of Florida and her doctorate in veterinary medicine from the University of Georgia.
