Governor Perdue Announces Executive Appointments

ATLANTA, GA - Governor Sonny Perdue announced today the following executive appointments:

Board of Community Health

Richard L. Holmes, 53, Peachtree City, Georgia, REAPPOINTMENT-Holmes is senior vice president of corporate services for Georgia Power. He was recently named compliance officer for Georgia Power and has responsibilities for two company-wide employee support groups, Citizens of Georgia Power and The Ambassadors Retirees Organization. Holmes serves on the Riverside Bank Advisory Board, the Kennesaw State University Foundation Board and the Literacy Action Board. He has served as chairman of the Board of Community Health. He received his bachelor’s degree from Columbus State University, his master’s in business administration from Atlanta University and completed the Program for Management Development at Harvard University Business School. Holmes and his wife, Linda, have two children.

Board of Economic Development

Michael D. Garrett, 55, Atlanta, GA, At Large Member-Garrett is the president and CEO of Georgia Power. He previously held executive positions at Mississippi Power and Alabama Power. Garrett is the 2006 chairman-elect of the Metro Atlanta Chamber of Commerce, and is a member of the board of directors of the United States Chamber of Commerce. He serves on the boards of Central Atlanta Progress, the Georgia Cancer Coalition, the United Way of Metropolitan Atlanta and the Southeastern Electric Exchange. He is a member of the Edison Electric Institute, and serves as an advisory member of the Georgia Conservancy and the Salvation Army. He received his bachelor’s degree in business from Georgia College. He also attended the Oxford University Advanced Management Program. Garrett and his wife, Karen, have three children and four grandchildren.

Georgia Environmental Facilities Authority

Harold Wesley Carlisle, 74, Macon, GA, County Government Representative-Carlisle is chairman of the Monroe County Board of Commissioners. He served two terms as district commissioner for Monroe County, and one term as a member of the Georgia Agricultural Exposition Authority. Carlisle previously served as president of Holmes Auto Parts, Inc. and was a partner in Carlisle Garage, a family business. He is a member of Ingleside Baptist Church in Macon. Carlisle is a graduate of the Infantry School of Fort Benning, the Armor School of Fort Knox, Kentucky, the U.S. Army Command and General College of Fort Leavenworth, Kansas and the Industrial College of the Armed Forces. Carlisle and his wife, Betty, have one child.

Brain and Spinal Injury Trust Fund Commission

Shree Strickland, 46, Bowdon, Georgia, Brain-Injury Representative-Strickland is a certified nursing assistant and homemaker. She is the mother of a son that sustained brain and spinal injuries in July 1999. Strickland has since cared for him and learned about the problems, needs and complications that come with these injuries. She and her husband, Johnny, have five sons.

State Board of Accountancy

Michael W. Skinner, 52, Savannah, Georgia, Certified Public Accountant Representative (REAPPOINTMENT)-Skinner is a partner in Skinner, Barndollar & Lane, P.C., Certified Public Accountants. Skinner is a licensed certified public accountant and a certified financial planner. He is a member of the American Institute of Certified Public Accountants, the Georgia Society of Certified Public Accountants and serves as chair and board member of the Georgia State Board of Accountancy. Skinner was recently elected Chairman of the State Board of Accountancy. He is also past president of the Downtown Business Association, Inc., and charter member and past president of the Savannah Sunrise Rotary Club. He is a trustee and treasurer of the Telfair Museum of Art, and has been active with the Savannah Sports Council. Skinner graduated cum laude from Georgia Southern College with a bachelor’s degree in accounting. His alumni activities include serving as a member of both the board of directors of Southern Boosters, Inc, and the advisory committee of the School of Accounting, and he was chosen as the 2003 College of Business Administration Alumnus of the Year. Skinner and his wife, Debra, have one child.

W. Carter Bates III, 47, Macon, Georgia, Consumer Representative-Bates is an attorney and partner at James, Bates, Pope & Spivey, LLP. He has served as chairman of Covenant Care Services, the Community Foundation of Central Georgia, the Macon Downtown Council, the Medcen Foundation and the investment committee for Central Georgia Health Systems, Inc. Bates has also served on the boards of the First Presbyterian Day School, SunTrust Bank of Middle Georgia and the Community Foundation of Central Georgia. He received his bachelor’s degree from the University of Georgia, his Juris Doctorate from Mercer University, and his master’s of law degree in taxation from New York University. Bates is a member of the Macon Estate Planning Council, the Macon Bar Association and the State Bar of Georgia, Fiduciary Law Section. Bates and his wife, Thayer, have two children.

State Board of Barbers

Lutha Crump, 72, Macon, Georgia, Barber Representative, REAPPOINTMENT-Crump is owner and operator of Hair Tracks Barber and Beauty Salon in Macon, Georgia. He served in the United States Army from 1955-1988. Crump’s last grade rating upon leaving Robins Air Force Base was GS10-10. He is a deacon and serves on the finance committee at Ross Temple Baptist Church. Crump is also a member of the FVSC Veterans Club. He received his undergraduate degree in social science from Fort Valley State University. Crump and his wife, Daisy, have four children.

State Board of Landscape Architects

D. ‘Chad’ Baker, 31, Snellville, Georgia, Landscape Architect Representative-Baker is a senior landscape architect for Development Consultants Group, Inc. He is a member of the American Society of Landscape Architects and serves as treasurer of its Georgia chapter. He is a deacon at Rehoboth Baptist Church in Tucker. Baker was awarded the American Society of Landscape Architects Certificate of Merit-Excellence in the Study of Landscape Architecture. He is a registered landscape architect and an ISA certified arborist. Baker received his undergraduate degree in landscape architecture from the University of Georgia. He and his wife, Amy, have one daughter.

State Board of Examiners of Psychologists

Dr. Marsha Sauls, 61, Marietta, Georgia, Psychologist Representative-Sauls is executive director and owner of Atlanta Network for Individual and Family Therapy, where she is a practicing psychologist. She is also an adjunct faculty member at Georgia State University. Sauls is currently chair of the Legal and Legislative Committee of the Georgia Psychological Association. She is past president of the Georgia Psychological Association and past vice president of marketing for the Georgia Network of Psychologists. Sauls received the Georgia Mental Health Association Public Service Award and has published numerous works. She received her undergraduate degree in physics from Clemson University, a master’s degree in counseling and psychological services from Georgia State University and a Ph.D. from Georgia State University. Sauls and her husband, Davis, have two children.
