Governor Perdue Announces Appointments to State Boards and Commissions

ATLANTA, GA - Governor Sonny Perdue announced today the following appointments to State Boards and Commissions:

Children and Youth Coordinating Council

Phillip Rayle Smith, 35, Atlanta, Georgia, Fifth Congressional District- Smith is the National Grassroots Director of the nonpartisan Concord Coalition.  He previously served on the Washington staff of former U.S. Representative Doug Barnard of Augusta.   Smith was recently elected to a second term on the Board of Directors of the downtown Atlanta Kiwanis Club.  He received his undergraduate degree from the University of Georgia.

Judicial Qualifications Commission

Robert P. Herriott, Sr., 61, Carrollton, Georgia, Citizen Representative- Herriott recently retired as a Captain from Western and Delta Airlines.  He graduated from the United States Naval Academy and served actively from 1964-1970 as Avionics and Weapons Division Officer and Assistant Squadron Operations Officer.  Herriott is a member of the Fairfield Kiwanis.  He and his wife, Mary Lou, have three children.

Peace Officers Annuity and Benefit Fund

Roger Dale Garrison, 43, Ball Ground, Georgia, County Peace Officer Representative- Garrison currently serves as Sheriff of Cherokee County, and has over 23 years of law enforcement experience including positions at the Department of Natural Resources and the City of Canton Police Department.  Garrison serves on the Board of Directors for the American Cancer Society and is a member of the F.B.I. National Academy Associates, the National and Local Sheriff's Associations, and the County Officers Association of Georgia.  He received his undergraduate degree from Reinhardt College and a master's degree from Columbus State University.  Garrison and his wife, Shelia, have one son.

Board of Commissioners of the Georgia Student Finance Commission

Mary Lynn Huntley, 58, Atlanta, Georgia, 5th Congressional District- Huntley is President of Southern Education Foundation, Inc.  She previously served as Director of the Rights and Social Justice Program with the Ford Foundation.  Huntley is a published author and is an Awardee and James A. Joseph Lecturer, conferred by the Association of Black Foundation Executives.  She serves on the board of Grantmakers for Education and is an Advisory Committee Member for the Education Commission of the States.   Huntley attended Fisk University, received her undergraduate degree in sociology from Barnard College, Columbia University, and a Juris Doctor from Columbia University Law School. 

State Board of Architects and Interior Designers

E. Camille Puckett, 58, Norcross, Georgia, Interior Designer Representative- Puckett is a registered interior designer for DeKalb Office Environments.  She previously served as President of the Georgia State Board of Architects and Interior Designers and is a professional member of the American Society of Interior Designers.  Puckett is National Council for Interior Design Qualifications (NCIDQ) certified, and until last year represented the State of Georgia to the NCIDQ Council of Delegates.  She received her undergraduate degree from the College of Architecture and Fine Arts at the University of Florida. 

State Construction Industry Licensing Board, Division of Electrical Contractors

Albert G. Scales, 64, Hiram , Georgia , Electrical Contractor Representative- Scales now works as a part-time electrical consultant for Wiring Pros Enterprise, Inc.  He served as the Chief Electrical Inspector for the Building Inspections Division of the Cobb County Board of Commissioners from 1985 until 2002.  Scales has volunteered his wiring knowledge and skills to churches not only in Georgia, but also in Tennessee, Puerto Rico, and as far away as Japan.  In addition to an extensive background as an electrician, Scales also holds a teaching certificate and is a graduate of Tennessee Temple University, obtaining both a bachelor of science and theology degree. 

State Construction Industry Licensing Board, Division of Plumbers

Mitzi Smith, 43, Powder Springs , Georgia , Plumber Representative- Smith is the President and co-founder of Sundial Plumbing Services and the only female Master Plumber in Georgia.  She has served on the Plumbing & Mechanical Association of Georgia since 1991 and on the Cobb County Plumbing Advisory Board since 2000.  Smith has given her time as a volunteer at career fairs, has given several talks to students, and has worked with youth organizations such as the Girl Scouts and Boy Scouts of America.  She has two children.

State Board of Funeral Service

Terrell Draper Watson, 56, Perry , Georgia , Funeral Director Representative- Watson is the President and owner of the Watson-Hunt Funeral Home and Perry Memorial Gardens.  He is a member of both the National and Georgia Funeral Directors Associations, is former chairman and current member of the Houston County Development Commission, and has served two terms as the President of the Perry Chamber of Commerce.  Watson previously served as a city councilman and the Mayor Pro Tem. He is an active member of the Perry United Methodist Church.  Watson holds a Bachelor of Science degree from the University of Minnesota.  He and his wife, Dawne, have three children.

Georgia Board of Nursing

Delynn Marie Keeton, 43, Atlanta, Georgia, Nursing Administrator Representative - Keeton is the Director of Risk Management for DeKalb Regional Healthcare System.  She served previously as the Director of Nursing and as Interim CEO at Decatur Hospital.  Keeton is a member of the Sterling Institutional Review Board and has volunteered time with the Ronald McDonald House, previously serving as President.  She has been published on three occasions and has given several speeches at professional engagements.  Keeton holds degrees in nursing from Georgia Baptist Hospital School of Nursing and Georgia State University.  She has also earned a master's degree in nursing from Emory University.

State Board of Nursing Home Administrators

Sheila Weddon, 60,Waynesboro, Georgia, Nursing Home Administrator Representative- Weddon has 27 years of experience as a nursing home administrator and is currently the Regional Vice President of Ethica Health & Residential Living.  She is a member of the Georgia Nursing Home Association, the American Health Care Association, and the Burke County Chamber of Commerce.  Weddon is a registered nurse and nursing home administrator.  She attended Augusta State University and is a graduate of the Barrett School of Nursing.  Weddon and her husband, Wayne, have four children.

Georgia Real Estate Commission

Gwen Fulcher Young, 59, Augusta, Georgia, Real Estate Agent Representative- Young is President of Gwen Fulcher Young & Associates Real Estate Company.  She is also Founder and President of the Real Estate Review, Ltd., a training school for realtors accredited by the Georgia Real Estate Commission for continuing education of agents.  Young is a member of the National Association of Realtors and was named a Paul Harris Fellow by Rotary International.  She is a Charter and Life Member of the Augusta Board of Realtors Million Dollar Club and was recognized as top agent in sales and listings since 1977.  Young has two daughters and is married to Mayor Bob Young.

John Burton "Burt" Wilkerson, Jr., 47, Macon , Georgia , Consumer Representative- Wilkerson is an attorney at law.  He is active in the Macon Civic Club and serves on the Board of Directors for the Middle Georgia Regional Library.  Wilkerson is a member of the Macon and State of Georgia Bar Associations.  He received his undergraduate degree from the University of Georgia and a Juris Doctor from the University of Georgia Lumpkin School of Law.  Wilkerson and his wife, Julie, have three children.
